A roundtable discussion was held in Bagdati with participation of the representatives of local self-government and civil society. During the meeting, a presentation was made on Bagdati working group, its activities and results. The report on the needs assessment and recommendations of the population in the process of public administration reform in the municipality has aroused great interest. Participants also learned about the work of civil society organizations registered in Bagdati in direction of informing the local population about public administration reform.

Interesting accents were placed on the round table, especially regarding the barriers that hinder the use of electronic services. According to the participants, this is related to the low level of awareness and the problem of internet providing. Special attention should be paid to these issues.

 

Changes in the working plan was discussed during the meeting of Vani working group. It was noted that the plan should reflect the issues, the solution of which is under their competence: the problems identified during the first local needs research and the recommendations of the third monitoring of public administration reform. There was also a conversation regarding the website of the municipality, which is being updated at this stage. It was decided that the members of the group will be involved in posting information on the page.

A training on “Regional needs assessment with participation of a wide civil society - for the implementation of the Roadmap (PAR) at the local level (organized by the Fund of Women Entrepreneurs). The training was attended by 35 people from 3 regions (Imereti, Guria, Racha-Lechkhumi). The training covered both: theoretical part of the needs research of target groups (transparency, efficiency, inclusiveness), and practical work to develop a research questionnaire and discuss working versions. The training discussed the following issues: processing of primary reports, preparation of recommendations, methods of conducting focus groups and in-depth interviews.

The members of Bagdati working group discussed the problems identified during the first local needs research and how to reflect these issues in the working group plan. Recommendations that need to be implemented were highlighted and prioritized. During the meeting of the working group, they also talked about the process of updating the website of the municipality, and got acquainted with the recommendations of the third monitoring of the implementation of the public administration reform. It was planned to approve the updated action plan at the next meeting, where all issues will be envisaged.

14 new organizations were created in frames of the project. The project contributed not only to their registration, but also to a successful start: they were able to write the first projects and received the first grants.

Learning is also very important for them. At a two-day meeting in Tskaltubo, representatives of these organizations discussed issues of capacity development and project management (organized by the Imereti Scientists' Union “Spectri”).

Particular attention was paid to the institutional development of civil society organizations, fundraising, organizational and financial management, project development and implementation.

Another consultation meeting was held in Lanchkhuti. The representative of Imereti Scientists Union "Spectri" met with the members of partner organizations – Georgian Rural hall and Lanchkhuti Information Center.

The meeting discussed issues related to the project progress. Particular attention was paid to the needs research, which has begun in eight municipalities where the project “A common forum for CSOs from Guria, Imereti and Racha-Lechkhumi for PAR Roadmap monitoring” is being implemented.

"Development of e-services in local governments aiming at improving the availability of e-services for citizens" - a round table on this topic was held at the City Hall of Lanchkhuti municipality. The meeting was attended by representatives of local government, non-governmental sector, mass media, educational institutions.

Assistant of the project curatorial organization Imereti Scientists' Union “Spectri” Tamar Moseshvili underlined the importance of involving civil society in monitoring the roadmap for public administration reform. The head of the partner organization of the project "Georgian Rural Hall" Amiran Gigineishvili drew attention to the "Electronic Manager" developed within the framework of the project. And the head of the second partner organization "Lanchkhut Information Center" David Gogichaishvili, as well as representatives of local government and stakeholders spoke about the importance of the gradual development of the availability of e-services for the citizens.

On May 14, another final conference was held online with participation of representatives of local self-government.

The project participants shared the experience gained in the process of implementing the “Voter’s Advice Application” and talked about the introduction and use of a similar platform during future elections.

The guests were actively involved in the discussion and expressed their opinions regarding the importance of the application in terms of informing the population and increasing political trust, as well as the need for its introduction during the elections of local self-government and prospects for the future. They also stressed the importance of cooperating with local media.

Active Citizen – Accountable Government” and Women’s Rights and Gender Equality Centre – are the local partners of the project in Tsageri municipality.

The fund of women entrepreneurs conducted a meeting with representatives of these organizations. The work that will be carried out to assess the needs of the population (questionnaires, in-depth interviews, focus groups) was considered.

The organizations started working on small projects under the sub-grants component in May. The meeting also agreed a plan-schedule for the implementation of small projects, according to which monitoring will be carried out.
