Civil Society Organization “Ruduni” is one of the organizations established in Lanchkhuti. “Ruduni”, is implementing a small project "Raising public awareness on the role and importance of municipal e-services." The organization has prepared an information booklet, which fully describes the electronic services offered to the population by the website www.lanchxuti.gov.ge and the electronic manager lcman.ge.

The local newspaper "Yes and No", which operates in Lanchkhuti municipality and has 3,000 subscribers, was used together with the other sources for dissemination of the booklet to the public. The booklet prepared by "Ruduni" together with the newspaper was received by all its subscribers in 15 territorial units of Lanchkhuti municipality.

The tenth meeting of Vani Working Group was dedicated to the reports of the representatives of the partner organizations "Support 2020" and "Citizens' Activism for Effective Governance and Justice". They concerned the dynamics of their small projects - what activities do they carry out, what changes do they see in comparison with previous project and what challenges exist in connection with the reform. It was noted that the need to inform the citizens is still on the agenda. It is also important to improve their skills regarding e-services, which can be addressed through the involvement of the representatives of the Mayor - work in this direction is already underway.

It was also said that the changes agreed during the previous meeting were already reflected in the group action plan and were approved at the City Council meeting.

Representatives of Racha - Lechkhumi and Kvemo Svaneti self-government resource center “Regional Hub of Racha - Lechkhumi and Kvemo Svaneti - Abkhazinterkont" and the Fund of Women Entrepreneurs held a round table on the topic "New visions in the process of public administration reform to meet the needs of the population".

The facilitator of the meeting Kristina Murusidze spoke about the goals and results of the project. A needs assessment report was presented. Participants heard information about the activities of the working group. The representative of the City Hall presented the vision of the municipality to overcome the problems identified in the research. The meeting appeared to be interesting for the audience, that turned into an active discussion.

The meeting was attended by representatives of Ambrolauri City Hall and City Council, NGO sector, mass media and various spheres of society.

The next meeting of the working group was held in Lanchkhuti, which discussed the results of the second phase of the needs assessment and the changes achieved in the access to e- resources of the local self-government.

The contribution of the local CSOs involved in the project: Lanchkhuti Information Center and the Georgian Rural Hall in the development and access to e-services in Lanchkhuti Municipality is noteworthy.

The working group gathered at a regular meeting in Terjola municipality. They discussed the civil budget document, which is already at the stage of completion. The commission is actively working, and in July the document will be presented at the City Council meeting.

The main topic was the local needs research, which had just been completed by representatives of local civil society organizations. The study revealed many questions: it is necessary to improve communication with the City Hall and City Council, information on social programs should be more accessible for the population, it is necessary to solve infrastructure problems, etc. The working group will start the advocacy for these and other issues.

A working group met in Khoni. The participants discussed the final version of the code of ethics, which is ready for presentation at meeting of the City Council.

The second issue on the agenda was information about local needs research. They talked about the problems highlighted during the research and the developed recommendations. Among the presented issues there are reception days in the City Council and presenting of the data the representative of governmental structures. All this will make it easier to address the right people and find the ways of problem solution. After that, the working group members talked about these and other topical issues at during the meeting.

The needs research of citizens was carried out in Vani municipality - quantitative data were collected, individual interviews and focus groups with vulnerable groups were held.

Then there will be held the advocacy of the problems identified as a result of the research in the relevant structures, as well as the integration of priority issues for citizens into the action plan of the municipality.

Local civil society organizations “Support 2020” and “Citizens' Engagement for Good Governance and Justice” worked on the research.

The representatives of the City Hall and City Council of Knoni municipality attended trainings on the topic “Petition - a form of citizens' participation in local self-government”.

In the first part of the training, the participants were provided with information on citizen’s participation in the implementation of local self-government, on the factors and forms of citizen participation, on the role, meaning and rules of adopting the petition.

In the second part, they were familiarized with the application on Khoni municipality website, with the registration, signature and subsequent procedures. An electronic petition was prepared and implemented in the framework of the project “A common forum for CSOs from Guria, Imereti and Racha-Lechkhumi for PAR Roadmap monitoring”.

“Equality Now” and “Civic Spectrum – Equality” were two local civil society organizations that assessed the needs of the population in Bagdati Municipality. In order  to obtain more extensive information, various forms of research were used: questionnaires, individual interviews and focus groups. Representatives of the organizations included in the research examined and assessed the effectiveness, transparency and inclusiveness of the services provided by Bagdati local self - government to the citizens of the municipality.

Representatives of the Civil Society Organizations are actively involved in the process of local needs assessment in eight municipalities of Western Georgia. They attended a workshop on online – survey, which was implemented using the google form. The participants got acquainted with the functionality and capabilities of the Google form, the principles of work. Much attention was paid to the transfer of the received data into an electronic list and their preparation for further processing.

The workshop was conducted in an interactive format, the participants had the opportunity to ask questions and get answers through practical examples.
